In March 2026 Hammersmith & Fulham Council approved TfL’s proposal for a new cycleway on Holland Park Roundabout, despite significant concerns about its impact on safety, congestion, journey times, and pollution. We last looked at this proposal in June 2025 – it remains unchanged.
The TfL proposal for a convoluted two-way cycle lane goes round the inner east and southern edge of the central island of the roundabout requiring cyclists to cross vehicle traffic in 3 different places which is far more likely to cause accidents than upgrading the existing cycle lanes into a two-way cycle lane round the perimeter/outer edge of the roundabout only crossing traffic at existing traffic lights. The Safer Cycling existing cycle lanes are already used safely by over 1000 cyclists each day.
The Save Our Streets (SOS) Group has been set up, and represents 10 Residents Associations and more than 45 local businesses. They fully support safer cycling. However, extensive research using TfL’s own data suggests this scheme may actually make cycling less safe while increasing congestion and pollution for buses, residents, emergency vehicles and businesses.
TfL and Hammersmith & Fulham Council have refused to address these concerns.
Following legal advice, SOS believe there are grounds for a Judicial Review based on:
The anticipated legal costs are around £60,000. for a Judicial Review. Local businesses, organisations and resident groups have already contributed generously, but SOS still need to raise over £15,000. which they are aiming to do. The Hammersmith Society will be making a contribution. We have to hope that this will be as successful as the recent successful Judicial Review of a potential development at 1 Burlington Lane at the Hogarth Roundabout.
Over the past two years, SOS volunteers have invested substantial time and professional expertise analysing the evidence, meeting with TfL, councillors, MPs and stakeholders, and building a strong case against the scheme. They believe this legal challenge is an important next step for both challenging these proposals and for ensuring proper scrutiny of similar schemes across London.
